Montenegro uses the euro, although it is not an EU member, and the national tourism organization says major international cards are accepted and ATMs are available in all cities. Card acceptance is good in hotels, larger restaurants, supermarkets and many tourist businesses, but travelers should still carry cash. Local and intercity buses, station or platform charges, luggage fees, markets, rural businesses, small cafes and some taxis may require euros. Bring a physical Visa or Mastercard plus a second card stored separately; a phone wallet alone is not enough.
Use a bank-operated ATM and read the owner-fee screen before confirming. Current traveler reports show common local access charges around EUR 5, while some users have avoided a local fee at particular banks. Those results depend on the card and can change, so no ATM should be described as always fee-free. Cancel and try another bank if the displayed fee is unreasonable.
If an ATM or terminal offers to charge in your home currency, choose EUR and decline that conversion so your own issuer performs the exchange.
