MBank is important for residents and its ELQR payments are widespread, but MBank's own current page says remote registration is available only to citizens of the Kyrgyz Republic. A foreigner may need local identity checks, a domestic number, bank documentation or a branch visit. That can make sense for a resident, student or extended stay, but it is poor arrival advice for an ordinary holiday. O!Dengi is also tied to local telecom and financial infrastructure rather than acting as a simple wallet for any foreign card.
The national bank's Alipay+ announcement concerns Elkart Mobile users making payments abroad. It does not establish a universal inbound wallet that lets every visitor scan every local QR code. Foreign Visa and Mastercard are useful at established hotels, supermarkets, restaurants and tourism businesses in Bishkek and other cities. Carry two physical cards plus a moderate reserve of Kyrgyz som for bazaars, marshrutkas, taxis, small shops, guesthouses, rural stops and failed terminals.
Use a bank ATM in a controlled location, inspect it, cover the PIN, review any local fee and normally decline conversion into the card's home currency. Confirm the amount before tapping. Tours and remote accommodation may request cash or a transfer. Verify changed payment instructions through an independently published contact before sending an irreversible transfer, and do not assume that a photographed QR belongs to the named business.
