Many governments advise against all travel to Ukraine, and some distinguish only a limited number of western regions for essential travel. Missile and drone strikes can affect any region, commercial flights do not operate, consular help may be severely limited and ordinary insurance may be invalid. If you travel despite that advice, identify a verified shelter before arrival, install Повітряна тривога, obey every siren and check the local curfew daily. An available taxi does not give you permission to move during curfew. Expect rail, power, mobile, water and card-payment disruption; carry offline documents, two physical cards, some hryvnia, water, medication and a charged power bank. Stay on verified routes because mines and unexploded weapons remain a hazard, and never photograph military sites, checkpoints, air defences or strike locations. Call 112 from a mobile for general emergencies, 101 for fire, 102 for police and 103 for an ambulance.
A short-term visitor does not need a Ukrainian banking or payment app.
Monobank and Privat24 are resident banking products, not arrival tools for someone without the corresponding Ukrainian account and identity checks. Revolut or Wise may be useful before travel if the traveler already has an eligible account, but neither unlocks a local payment rail and neither should be presented as a Ukraine-specific download. Foreign Visa and Mastercard cards and contactless payment work widely in cities, yet the issuing bank, merchant processor, sanctions screening, cyberattack or power outage can still block a transaction. Tell the issuer about the trip, carry two physical chip-and-PIN cards from separate accounts, and keep a modest reserve of Ukrainian hryvnia.
Cards issued by Russian or Belarusian banks are prohibited in Ukraine. Use an ATM attached to a functioning bank branch, protect the PIN and contact the issuing bank if the machine retains the card. Select hryvnia and decline conversion into the card's home currency. Inspect any operator fee before confirming, because the National Bank's published exchange rate is not a promise of the rate charged by an ATM, card network or issuer.
Non-cash hryvnia payments are not subject to the NBU's general cash-withdrawal limit, but that does not guarantee a foreign card or a particular merchant will accept the transaction. Outside major cities, and whenever power or communications are unstable, cash becomes more important. Do not carry a large balance unnecessarily, and exchange only through banks or licensed exchange offices. Keep payment cards separate so one lost wallet or compromised account does not remove every option.
