Do not advise travelers to use United States dollars or Thai baht as routine local spending money. Exchange only through banks or authorized exchange outlets, inspect notes and keep the amount of leftover kip modest because it can be difficult to exchange abroad. LOCA Pay is not a separate wallet to load. It is a feature inside the regular LOCA app that lets an international card or supported phone wallet fund participating Lao QR payments without maintaining a balance.
This can solve a real traveler problem, but it is not free. As of August 2026, LOCA states a charge of 3% plus 5,000 LAK per transaction, disclosed before approval. The flat component makes it particularly poor value for very small purchases. Check the merchant name and amount on your phone before confirming and keep the receipt.
A local banking app such as BCEL One is aimed at people with a Lao bank relationship, not a normal short stay, so it is not recommended here. Bring a physical card plus a backup from another issuer. At an ATM, use a machine attached to a recognizable bank where practical, inspect the operator fee and any offered currency conversion, and cancel if the terms are unacceptable. Withdraw enough kip before rural journeys, keep cards separate and retain the issuer emergency numbers offline.
