Bolt is Latvia's main visitor-facing ride app, with an unusually broad published city list. Riga Airport adds a marked Bolt pickup and card-payment screens, but live car supply varies by place and time and ordinary taxi prices can differ.
Start with Bolt, check Forus as a registered alternative, and use only apps listed by Latvia's Road Transport Administration. At RIX, choose the marked P1 pickup, an official Bolt self-service screen or a prepaid licensed-taxi voucher. Bus 22 is the clear budget fallback.

Not available here Uber does not currently offer rides in Latvia. Bolt is the main app-based option, while Forus is a smaller licensed-taxi backup in Riga.
Bolt's current Latvia directory lists 17 locations: Ādaži, Cēsis, Daugavpils, Jēkabpils, Jelgava, Jūrmala, Lielvārde, Liepāja, Ogre, Rēzekne, Rīga, Salaspils, Saulkrasti, Sigulda, Tukums, Valmiera and Ventspils. It doesn't guarantee live supply. Drivers may still be unavailable at the edge of a listed market.4
Forus is a registered Latvian alternative. Its service page says passengers can choose a car and driver and that drivers are licensed and checked. It supports automatic card charging, cash and a filter for cars with an in-vehicle card terminal. Unlike Bolt, it does not publish a broad Latvia city directory, so judge it from a live result at the exact pickup.81
At this review, Uber's own global market directory did not include Latvia, and Uber was also absent from the national register of taxi-app providers. Treat Uber rides as unavailable unless those current official listings change. An existing account does not create local service.17
Bolt says a Latvia quote depends on distance and ride type and is shown after entering the destination. Its local pricing guide adds the base fare, time, distance, dynamic pricing and any extra fee such as airport entry. The final amount can change when the passenger adds a stop or changes destination.56
Riga Airport warns that ordinary taxi operators set their own rates and that there is no fixed maximum. That makes a recorded app or kiosk quote especially valuable at arrivals. If using another taxi, confirm the tariff and expected total before the car moves and keep the receipt.2
Bolt accepts credit or debit cards in the app and says cash or mobile methods depend on location. Use the options shown for the specific request. A card-funded app trip should not be paid again in cash just because a driver asks at the destination.56
Forus supports automatic bank-card payment, cash and an in-car card terminal. If you select the terminal in the app, only cars equipped with one should respond. Internet payments must be enabled for automatic card charging, so test a foreign card before a timed pickup and keep a second method.8
Bolt pickups use a specially marked section of short-term car park P1 near the terminal exit. Follow the airport sign and the app, then match the plate before entering. Do not accept a different car that offers to copy the app's price outside the recorded booking.25
Passengers without the app can use Bolt self-service screens at arrivals exits E and C. Enter the destination, choose the category, provide a phone number and pay by bank card. The receipt supplies the vehicle plate and estimated arrival time, which gives you a concrete handoff record.2
RIX also sells a prepaid EUR 33.50 voucher at the airport information counter in Arrival Hall E for one direct trip to its defined central Riga zone. It covers up to four passengers with luggage and works only with XTaxi, TaxiLV or Red Cab vehicles licensed at the airport. Show it to the driver before departure and check that your hotel is inside the voucher area.2
Bus 22 stops in P1 between arrivals exits E and C and runs to Riga's old city, central bus station and railway station. RIX lists a EUR 1.50 90-minute ticket and a EUR 1.81 one-way ticket bought from the driver by bank card. Ticket machines and airport shops offer more advance-purchase options.3
Outside Riga, compare a live Bolt result with a licensed local company and arrange early departures in advance. The regulator's live register is the best check that a platform is authorised. A city name on an operator page cannot tell you whether a car is close enough for a rural station or guesthouse.41
If Bolt or Forus finds no car, use another provider on Latvia's official register or ask the accommodation to call a licensed local taxi. At RIX, do not negotiate with an unrecorded car; return to the terminal's signed transport points.123
Start with Bolt because it publishes the broadest Latvia coverage. If the exact request has no driver or a poor quote, compare a live Forus result and then consult the regulator's register for another authorised platform.
No current official listing supports it. Use Bolt, Forus or another authorised provider instead of assuming an existing Uber account will produce a local ride.
RIX directs Bolt passengers to the specially marked area in short-term parking P1 near the terminal exit. The self-service screens at arrivals exits E and C can order and charge for a Bolt ride without the app. For a fixed city-centre price, the airport information counter in Arrival Hall E also sells prepaid vouchers for licensed taxis.
Open the Road Transport Administration's live provider register and search for the platform or its legal operator. An app-store page or familiar logo alone is not proof of authorisation.
