There is no Puerto Rico arrival app or tourist form to download. Entry is governed by U.S. federal rules. U.S. citizens traveling directly between Puerto Rico and another U.S. jurisdiction do not need a passport, but adults flying need current TSA-accepted identification. Since May 7, 2025, a noncompliant state ID is no longer accepted as the normal checkpoint document, so check the TSA list and carry a passport or another accepted alternative when necessary. A Visa Waiver Program traveler generally needs an approved ESTA, while other nationalities or circumstances may require a visa or different status. For El Yunque, the old timed-entry reservation system remains suspended and PR-191 access is first come, first served, but the road may close when capacity is reached or flash-flood potential rises. Check the U.S. Forest Service and Recreation.gov notice shortly before visiting, arrive early because parking is limited, stay on formal trails, and leave rivers immediately when water rises or turns muddy. Book bioluminescent-bay, water, and adventure tours with reputable operators, verify weather, licensing or permits where applicable, and confirm insurance and cancellation terms. Save all bookings and official contacts offline. On departure for the U.S. mainland, present food, plants, and other agricultural items for USDA inspection before airline security and allow extra time.
