Portugal's emergency number is 112. Serious national civil-protection warnings do not require a special app: ANEPC sends free, location-targeted SMS messages to phones in the affected area, including customers of foreign operators who are roaming. Those visitors receive the warning in English and Portuguese. The sender is always AvisoPROCIV, and registration is not required. Follow the instruction, but ignore lookalike messages from another sender and verify uncertain links through the official authority site. Mainland visitors therefore do not need a general emergency app. Madeira is different. ProCiv Madeira is an official regional app that publishes weather and civil-protection warnings, closed roads and footpaths, nearby safety points and emergency guidance in Portuguese, English, French and German. When a 112 call is started through the app with data and GPS available, it can send the user's location and chosen profile as a complement to the call. It does not replace 112, and it is useful mainly for Madeira, especially for hiking or driving beyond Funchal. Check the official Visit Madeira trail page before every classified walk. In 2026, access to classified PR trails requires a reserved time through the SIMplifica platform, and closure status can change quickly with fire, wind, rain or maintenance. The Azores has a separate regional PROCIV Azores system; do not assume the Madeira app covers it. Beach conditions and official 2026 bathing-water information are available through the Portuguese Environment Agency's InfoÁgua website. Keep insurer, embassy or consulate, accommodation, card-blocking and transport contacts offline, and carry the accommodation address outside the phone.
