Buying a local SIM card ID registration required

Registration
A passport is required to buy a prepaid SIM and registration is completed in-store; you do not need a NIF (Portuguese tax number) for a tourist SIM. Digital-first providers Woo and UZO do require a NIF or local bank account, so they are not an option on a foreign passport.
Tourist plans and prices
Around EUR 10 (roughly $11) buys a 50 GB+ bundle from the main carriers in city stores. MEO's tourist option gives 15 GB for around EUR 15 for 30 days with unlimited national calls and texts, and airport tourist packages run about EUR 10-25.
Where to buy
Official MEO, NOS, Vodafone and Digi stores plus small phone shops in Lisbon, Porto, Faro and Braga; a city-centre shop can have you connected within a couple of minutes. Vodafone and MEO have desks at Lisbon airport (Terminal 1 arrivals), Porto (baggage claim) and Faro, while NOS is not reliably stocked at airports. Top up at carrier stores, FNAC, Worten, Continente supermarkets or the carrier app.
Airport prices
Moderate. Airport desks offer limited choice at around EUR 10-25 versus roughly EUR 10 for a 50 GB+ city bundle, so buying in town gets you more providers and better deals.
Local eSIM
All three main networks support eSIM, and travel eSIMs run on MEO, NOS and Vodafone. A local eSIM carries the same passport registration, and travel eSIM prices are now roughly at parity with airport SIM prices, so the airport counter's main remaining advantage is getting a Portuguese number.

Good to know

The very cheap Lycamobile deal at the Lisbon airport money-exchange counter (roughly $10 for 25 GB) is known for blocked tethering, aggressive promo texts and APN settings you must enter manually, so skip it if you need a hotspot. Portuguese SIMs work in Madeira and the Azores; pick NOS for Madeira.

Local carriers

  • NOS

    Strong, reliable network nationwide and the recommended pick for Madeira.

  • MEO

    Best rural coverage for the Douro, Peneda-Geres and Minho villages, with the cheapest top-ups. Both MEO and NOS are good in the Azores.

  • Vodafone Portugal

    Often the most data for the money and the fastest urban speeds, slightly less consistent inland.

  • Digi

    Low-cost newcomer; rural and coastal coverage is still inconsistent.

  • Lycamobile

    Runs on MEO's network and is very cheap, but comes with catches worth reading below.
