Bolt is Romania's clear ride-app leader. Sensor Tower estimated 1.67 million to 2.10 million weekly active Bolt users during the first quarter of 2025, versus about 697,000 to 936,000 for Uber and 17,500 to 20,800 for Blue. Transport authority data reported in May 2025 listed 54,480 valid vehicle badges affiliated with Bolt and 51,422 with Uber, although drivers can use both. Install Bolt and Uber because Bolt is usually cheaper in ordinary demand, while either can surge. During București's February 18, 2026 snowstorm, a Berceni to Henri Coandă Airport quote was RON 376 on Bolt and RON 128 on Uber, then RON 105 and RON 90 about two hours later. Star Taxi quoted RON 84 to 97, then RON 67 to 81, showing why a taxi app matters during surges. All listed apps have an English store interface. Foreign numbers work without Romanian ID or a local bank account. International Visa and Mastercard cards are most reliable in Bolt, Uber, Blue, Smarty and BlackCab. Star Taxi, GoCab and Speed Taxi App support cards, but cash is a useful fleet-level fallback. Lyft does not operate; Bolt and Uber replace it. Blue and Speed Taxi App are București-focused. BlackCab covers București, Constanța, Cluj-Napoca and Timișoara. Star Taxi, GoCab and Smarty cover broader named city networks. FREENOW is obsolete because it exited Romania in August 2022.
